feat: add FM Towns FMT_ALL.ROM combined container

Built from individual ROMs (FMT_SYS, FMT_DOS, FMT_FNT,
FMT_F20, FMT_DIC, MYTOWNS, MAR_EX0-3) using the tsugaru
structured container format (12-byte name + length + data).
