Subject: [PATCH] feat: declare namcoc76 bios for mame2003

Tekken and Tekken 2 name namcoc76 as parent in namcos11.c at the pin. Each game also loads c76.bin as ROM_LOAD_OPTIONAL, so the archive is optional.
