Abdessamad Derraz 383960212d fix: swap a pack in only once it is complete ...

Packs were opened on their final name, so a rebuild truncated the
previous one and a build that failed half way left a readable ZIP
of part of the files. Each pack is now written beside its name and
replaces it only when the write finished.
