Abdessamad Derraz 53121c1a5d fix: hold published targets to the builder's set ...

The check walked the published keys only and skipped null lists: a
target the builder knows and the installer lacks, or a null left behind
once the builder filters it, passed. It now compares both key sets and
every value, null included.
