feat: collect the boom3 vr paks

pak399.pk4 and pak399roe.pk4 as libretro/boom3 ships them at efe140c
(tools/vr_paks/compiled/, git blob 2f5c1ad6 and 18254709). VR builds
mount them over base/ and d3xp/.
